we are mainly focused in san francisco. we are small. we focus mainly on the tenderloin, chinatown, bayview, visitation. we do a lot of expansion. people start small through the credit union and then want to go to the bank. we know we are limited. we cannot afford to give out a big loan. starting from the credit union, we educate them about filing taxes properly and then moving on to the bank, a small one, expansion, and we work with the bank. the bank and credit union are similar. we do allow tax returns, projections. credit unions do not charge an additional loan or processing fee. processing time, on a small loan, -- consumer loans probably a few days. because we require a business plan, sometimes it takes longer. business plans take a while. especially bank statements. we need to see consistent income coming in. so far, a credit union delinquent rate is quite low because we are working with a client. we want to keep that low and as part of our mission. there is no application fee. if you are interested in an application or informatio

it is budget season in san francisco. the city operates now on a two-year budget and so that means that we are developing the budget for fiscal year 13-14, as well as 14-15. now the good news in the city and really at the state actually, state-level is that we're in much better shape financially than we were a few, short years ago during the financial meltdown, but we're still not out of woods yet. at this time the city does have a deficit, i believe it's been $129 million, but don't quote me on that. it's more than $100 million. and for this reason, the mayor has given direction to all of the different department heads that when we submit our budget, we need to include some budget reductions, approximately 1.5% per year. and so our office is cooperating, of course, with that citywide effort. during the budget season, our office also participates in capital planning for the really big projects, like new buildings or ada transition plan work for barrier-removal. and a little bit later in the meeting today, i have asked our

in san francisco we have the two-plan model. for those people who are seniors and people with disabilities on medical only, those people have already moved into managed care and have seen how it works or doesn't work. we have had a lot of challenges with that over the past year or two. in the next couple of years, people who are duly eligible, on medical and medicare at the same time will be entering into that systemment on one hand it's kind of scary because we saw to people with disabilities and seniors on medical only moving into the system and it's been confusing. on the other hand it's a great way to look at how we can make it stronger and better for people. so one of the things that we have been doing at the department of aging and adult services, along with department of public health and the health plans is to look at the delivery system and figure out if there is a way that services can be provided in a more coordinated way. our long-term care coordinating council. i was thinking of the acronym, sorry. the long-term car

i already feel the glow of san francisco's progressive approach to things. and in defense to the other counties, i think that, you know, that's the challenge we always face with legislation, should one size fit all? and i think that the whole purpose of the realignment approach was to allow individual counties to experiment with programs in dealing with individuals who are charged with crimes, either providing treatment a little bit more treatment model, and a locally based model because those individuals are from those specific communities. and i think those communities need to have the flexibility to be able to develop those local solutions. obviously, san francisco is blessed with a probation chief and she told me earlier that certain people are supervised by probation and is not the general rule throughout california. i think los angeles, where i'm from, there was no supervision for misdemeanors by the probation department. those individuals were on court summary probation which meant go home and sin no more. and if you do, you'll be back here to see us.

abc7 news reporter is live in san francisco with details. katie? >> kristen, it has been two weeks since the oil tanker hit the tower of the bay bridge and repair begins today. we are talking about the western span of the bridge, the eastern most tower closest to treasure island, the fender of the tower. it is designed to protect the tower. that is what it does. repair to the fender is going to be costly. the metropolitan transportation committee estimates we are looking at $2 million or $3 million. it is expensive because it is hard to access. the building materials that are used include steel and recycles plastic. repairs are expected to take about 4 1/2 months. the money is in reserve for the repairs. they also do intend to go after the tanker owner who try and recoup some of the funds. the tanker long since left on a friday the 11th and was able to sail safely from the bay area but it is going to be a while before we know why it hit the tower of the bay bridge. the ntsb is looking at 18-month long investigation to determine if it was humor mech
